Scanners II: The New Order

Scanners II: The New Order is a movie starring David Hewlett, Deborah Raffin, and Yvan Ponton. A scanner discovers a plot by renegade elements in the city government to take power with the help of evil scanners.
A breed of humans with dangerously powerful telepathic abilities -- the scanners -- are being recruited by a corrupt police commander, John Forrester, in his crusade to take over the city.
